BMO InvestorLine's "Real Financial Progress" Offer - New and exisiting customers

I can't find an official BMO offer page. I randomly found this promotion when I google'd "BMO Investorline" on my phone which pointed directly to the T&C. I tried searching for it on my computer and oddly enough nothing shows up. I was looking through SmartCanucks but couldn't find any post or discussion on this promotion.
