Max torque 60 lbs /ft which is double the Milwaukee spec. Brand is 'Powermate.' Quality unknown. I haven't used this one, but the price is right for someone who wants a powered ratchet and is on a tight budget. Here is a similar one at Homedepot.com for $34 USD. The few reviews are positive.
